CUME Subsidy: Care of Minors Affected by Cancer or Another Serious Illness
The financial benefit for caring for minors affected by cancer or another serious illness (CUME) is a state subsidy intended to compensate for the loss of income of working parents who reduce their working hours (at least by 50%) for the direct, continuous and permanent care of the minor in their care.
Key Aspects and Relevance for Neuropediatric Consultation
The neuropediatrician of the Public Health Service plays a determining role in issuing the mandatory clinical report. The critical points of practical interest are:
- Continuing Care Criteria: Medical certification that the minor requires direct, permanent and continuous care from his or her parents due to the severity of the clinical condition or the need for constant hospital/home care.
- List of Neurological Pathologies Included (Annex RD 1148/2011 and Order TMS/103/2019):
- Encephalopathies and metabolic diseases with progressive neurological involvement.
- Degenerative neuromuscular diseases and spinal muscular atrophies.
- Infantile cerebral palsy with great functional dependency.
- Severe refractory epilepsies of infants and children (complex epileptic syndromes).
- Acquired brain damage, severe traumatic brain injuries and pediatric stroke in the intensive rehabilitation phase.
- Extension of Coverage: The benefit can be extended until age 23 (or 26 years if there is a proven disability equal to or greater than 65%), as long as the need for permanent care persists.
